Jakarta 20 November 2025, The Return of the ABRI Dual Function is something worrying, the TNI Bill is a Serious Threat to Democracy and Civil Supremacy in Indonesia.
Which in the New Order era has been proven to give a dual role in militarism and civil government, and has been proven to damage the principles of democracy.when the military has a role of authority outside of defense affairs, such as in government and domestic security affairs, then the check and balance affairs that should be carried out by civil institutions are weakened. This will give rise to the potential for abuse of power, considering that military institutions do not have strong accountability mechanisms compared to civilian institutions.
If the TNI becomes multifunctional, it is feared that civilians will become more vulnerable, because they have to face military institutions with the power of their weapons as well as their political and governmental authority. In a healthy democratic system, power must have clear limits of control and authority. But when someone who is armed also has political influence, then society can lose fair law in conveying aspirations and resolving conflicts. Criticism of his policies will be considered a threat, which will be responded to with a Coercive approach, instead of dialogue or a fair mechanism approach.
The discussion of the TNI Bill took place in a hurry and lacked transparency. Raising concerns about abusive law making, In just three days starting from Monday, March 17, the drafting and synchronization of the Bill had begun, then on Tuesday, March 18, it was submitted and discussed to the Panja (Working Committee). revision of the TNI law Includes three very significant changes, related to the main tasks, roles and service periods.Article 47 of the TNI Bill also explains that the TNI's position and role are now expanded to 15 institutions in government,
If previously there were only 10 government institutions, now there are more, namely: the Ministry of Marine Affairs, the Disaster Management Agency, the Counterterrorism Agency, and the Attorney General's Office. Lastly, the TNI's term of service, which used to be 53 years, is now 60 years. While for non-commissioned officers and privates, it is only up to 58 years. This indicates that there is an effort to extend the time for the length of the TNI's work.
The Impact of the Ratification of the TNI Bill,
for the pro-democracy people's movement, farmers, laborers, students, women and indigenous peoples, the TNI's function is more said to be a protector of capital owners, factory owners, plantation owners, large land owners, etc. because the TNI is considered a guard for factories, a guard for the lands of capitalists or big businessmen. For Women The impact could be even worse, the violent methods that are characteristic of militarism, starting from intimidation and sexual violence targeting these women.
Therefore we from the Alliance of Labor Movements with the People Call on the DPR-RI, and the Prabowo-Gibran government, to:
1). Stop all discussions related to the TNI Bill.
2). Not ratify anything related to the TNI Bill in order to maintain a healthier democratic climate.
3). Return the TNI to its true function as a state defense institution.
4). Withdraw all TNI officers who have filled strategic positions in institutions and/or government without any reason whatsoever.
