As astronauts discover the first evidence of extra-terrestrial life on Mars, they begin realising that the life form is extremely intelligent and hostile.
The International Consortium of Investigative Journalists (ICIJ) has just released a cross-border investigative report. Based on interviews with 105 victims in 23 countries and internal Chinese Communist Party (CCP) documents, the report reveals how the CCP suppresses dissidents around the world.
On April 28, the International Consortium of Investigative Journalists (ICIJ) released a report titled “Targeting China,” exposing the global network and operating methods of the CCP’s repressive machinery.

The investigation was conducted over a period of 10 months, in collaboration with 42 media outlets from various countries. ICIJ interviewed 105 individuals targeted by the CCP’s transnational repression in 23 countries.
Some of them were targeted simply for speaking out on taboo issues according to the CCP, such as the persecution of Falun Gong practitioners. ICIJ also obtained internal CCP government documents from 2001 to 2020, including police training manuals and secret security manuals from intelligence agencies
The report revealed that the documents show a structured system of repression that is still being used against dissidents abroad. For example:
* “Family influence”, which is pressuring the victim’s family members to stop their activities.
* “Pulling the ladder”, which is banning activists from returning to China.
* “Cutting off oxygen”, which is blocking victims’ income and controlling their bank accounts.

In addition, they create suspicion and distrust among dissidents, conduct online surveillance, prevent victims from communicating with the outside world, and dig up their moral faults. The documents state, “No one is pure, and no one is free from mistakes.”
Dr. Lin Song, a political scientist at the University of New South Wales, Australia, has experienced these repression methods firsthand.
“Many years ago, when the Tibetan spiritual leader, the Dalai Lama, visited Australia, I attended several of his meetings and had the chance to take pictures with him. Afterwards, my family in China was warned and told me not to do such things again. That is an example of the CCP’s ‘family influence’,” he said.....
Then, on the issue of ‘cutting off oxygen’, an example is Hong Kong activist Ted Hui, who now lives in Australia. All his bank accounts and assets in Hong Kong have been frozen, and it is not clear whether they will be seized by the CCP.”
Of the 105 people ICIJ interviewed:
Half said their family members in China had been threatened or interrogated by police.
* 60 said they were monitored or followed by CCP agents in their home countries.
* 22 people had received threats or physical attacks from CCP supporters.
* 19 people were victims of alleged state-sponsored cyber hacking.

The investigation also found that under Xi Jinping, the UN headquarters in Geneva has become a hostile environment. Of the 106 Chinese NGOs accredited by the UN, 59 have close ties to the CCP government, and they frequently harass individuals who criticize Beijing’s policies at the Human Rights Council.
In addition, the CCP has abused Interpol Red Notices to hunt down dissidents, Uighur activists, and businesspeople, violating the organization’s rules against political use.
“China has never participated in international organizations for the benefit of the global community, but to conduct international unity operations and expand its influence,” said Shen Mingshi, a researcher at Taiwan’s National Defense and Security Research Institute.

“The poor countries that China helps are often asked to provide support in international institutions. So, when there is a proposal that challenges China, the CCP will definitely suppress it,” he said.
The report also said that while more and more countries are aware of the CCP's control over the Chinese diaspora, democratic countries still lack the tools to address it.
The European Parliament has called on EU member states to take joint action against the CCP's transnational repression. The US State Department last month also imposed sanctions on six CCP and Hong Kong officials involved in the repression.
Freedom House also reported that in 2024 there were 160 incidents of transnational repression involving 23 regimes, with the CCP being the top perpetrator for the 10th consecutive year. (Hui/asr)
