Bhayangkara Day Report 2024, "Police Reform is Just an Illusion"
Coinciding with the 78th Bhayangkara Day on 01-July-2024, the Commission for Missing Persons and Acts of Violence ( KONTRAS ) has again launched the Bhayangkara Day report to provide notes in the form of criticism, suggestions as well as recommendations regarding the performance of the Indonesian National Police (POLRI) in the field of human rights. ( Human rights ).
This report is a form of KONTRAS participation in the security sector, in this case: POLRI reform. Various incidents of violence, abuse of authority, and human rights violations never seem to be resolved. And it is always repeated by the Police Institution. Based on monitoring during July 2023 - June 2024, KONTRAS found an increase in acts of violence & human rights violations. 645 incidents of violence involving police officers were recorded. Which are: 754 injured victims and 38 dead.
KONTRAS also documented 35 EXTRAJUDICIAL KILLING incidents which killed 37 victims. This number has increased compared to previous years. Throughout July 2023-June 2024, the number of repressions against civil liberties will still occur.

KONTRAS recorded 75 civil liberties incidents that occurred, including: 36 forced disbandments, 24 forced and arbitrary arrests, and 20 intimidation by authorities. Instead of acting to maintain public order, it is instead used as a tool to silence civil society members.
This incident shows that the regime in the twilight of its government is not yet able to take sides with its own citizens. In general, three causal factors can be seen, including: the cultural legacy of violence from the NEW ORDER regime, the lack of supervision & accountability and sectoral egos between law enforcement agencies. Instead of taking concrete steps to overcome this problem, the Government together with the DPR-RI initiated a revision of the Police Law which was carried out suddenly and with minimal public participation.
The substance of the POLRI Bill contains various articles which will actually exacerbate various existing problems, and have the potential to cause overlapping acts of authority between institutions, potential mal-administration, and human rights violations. Professionalism in efforts to enforce criminal law still seems to be a critical homework assignment in police institutions.
The democratic police force that was envisioned at the beginning of the reform is still not working ideally. Various acts of violence and human rights violations are an "ALARM" for the Government and Police Institutions to improve themselves and carry out evaluations. Civil society longs for a democratic police institution that works in accordance with human rights principles.
Concrete and comprehensive improvements must not be postponed, they must be implemented immediately. If this culture of violence and impunity with minimal accountability is still repeated and maintained, then it is not an exaggeration to say that the desired police reform is still an illusion.
